Database for total auctions in wind power sector in 2020

Natural Energy News: The Global Wind Energy Council has released its quarterly update on the Global Wind Auction Database, a major tool for the wind industry to stay updated on all the latest developments and business opportunities for markets worldwide.





Although the COVID-19 epidemic has affected air auctions globally, many countries have shown resilience in times of crisis and continued driving the growth of the industry.

During Q2 2020, a total of 2.17 GW of wind power capacity was auctioned globally, of which 1.77 GW was in Europe and 0.4 GW in the Asia-Pacific. These results are well below the 4 GW of wind farm capacity auctioned in the same period last year, largely due to delays and postponements in some of the key mature and developing markets as a result of the COVID-19 crisis. However, several major markets for wind turbines continue their auctions as planned despite the crisis, which has been an important factor to secure the continued growth of the industry.





In Europe, France held the fifth round of its wind auction, which was overseen. Italy, which aims to establish 4.8 GW of wind power capacity by 2021, was awarded 406 MW (out of 500 MW auctioned) in the RE auction round. Germany carried out two auctions, of which wind bids were not submitted under combined wind/solar. Restrictions to the rules led to the auction, and Greece executed its second combined wind and solar auction, resulting in their lowest average bid tariff. Ireland has released the provisional auction results for its Renewable Energy Electricity Support Scheme 1 (REES 1), which to date includes 479 MW out of the successful onshore bids of 500 MW.

In Asia, during Q2 2020, India awarded a unique 400 MW round-the-clock auction to purchase power from solar, wind, and hybrid projects to address renewable energy generation bottlenecks. After amendments to the long-delayed SECI T-IX ISTS, the results of 2.5 GW of wind mixed with solar tenders, including an 80 percent wind component, were announced in August. The tender was largely under-subscribed with only under-making.


In China, no auction was awarded during Q1 and Q2 2020. In Latin America, auctions were significantly affected by the COVID-19 epidemic compared to other regions. Apart from Panama, where the government announced that it was working on a tender for renewable energy, which should be ready in December 2021, the remainder of the region's major markets have either closed or the wind auction postponed Have been given. Brazil postponed all tenders scheduled for 2020, with Mexico and Colombia deciding not to issue tenders in 2020 due to a significant drop in energy demand during the COVID-19 crisis. Auctions in Chile and Costa Rica are also on stand-by due to changes in regulation, while in Argentina, auctions were suspended prior to COVID-19.

In the US, New York planned to resolve its second round of offshore wind power bids for at least 1 GW in April 2020, and NYSERDA stated that solicitation during the COVID-19 crisis was not appropriate. However, in July the state resumed contracts for the offshore wind capacity of 2.5 GW due to the deadline for submission of the tender in October 2020 and to be executed in Q4 2020.
