Haryana Invites Online Tenders for Solar Water Pumping Systems

Chandigarh (Natural energy News): The Haryana Renewable Energy Development Agency (HAREDA) has announced an ambitious initiative to install stand-alone off-grid Solar Photovoltaic Water Pumping Systems (SPWPS) throughout the state. This comprehensive plan seeks online tenders for the design, manufacture, supply, transport, installation, testing, and commissioning of these systems, underlining Haryana's commitment to sustainable agricultural practices.

Transforming Agriculture with Solar Power

This project is part of Component-B of the PM-KUSUM scheme by the Ministry of New and Renewable Energy (MNRE). It aims to revolutionize agricultural operations in Haryana by integrating renewable energy solutions into everyday farming practices. The initiative covers all aspects from technical specifications to operational and maintenance needs, ensuring a robust and sustainable implementation.

Scope of Work and Vendor Responsibilities

Vendors are required to design and manufacture SPWPS with capacities ranging from 3 to 10 HP, complying with MNRE specifications and BIS standards. Approximately 35,000 SPWPS units will be installed, each accompanied by a 5-year system warranty that includes mandatory repair and maintenance services.

Important Dates and Fees

Bidders must submit their Earnest Money Deposit (EMD), tender fee, and e-service fee by the designated dates. Payments via Net Banking or Debit Card must be completed by noon on the final date of technical bid submission, while those opting for RTGS/NEFT must finalize their payments by July 5, 2024, at 2:00 PM. The deadline for the final submission of online bids is July 8, 2024, at 2:00 PM, with technical bids being opened on the same day at 2:30 PM. The date for opening financial bids will be determined later, and all bid rates must remain valid until December 31, 2024.

Fee Structure and Payment Instructions

The tender document fee is waived for Haryana-based manufacturing Micro and Small Enterprises (MSEs) and Khadi Village Industries Units, in accordance with the Haryana State Public Procurement Policy for MSMEs. For other bidders, the fee is set at INR 5000. Similarly, the EMD is nil for eligible Haryana-based MSEs and Khadi Village Industries Units but is INR 2,00,000 for other bidders. An e-service fee of INR 1000 applies to all participants.

Eligibility Criteria

Bidders must meet specific eligibility criteria outlined in the tender documents, including valid GST and PAN registrations. The tender process requires bidders to register on the Haryana e-Tender portal, create a user account, and submit their bids online, digitally signed using a Digital Signature Certificate (DSC).
