HPCL Invites Bids for 600 MW Solar Project Land and Transmission System Package

New Delhi (Natural Energy News): HPCL Renewable and Green Energy (HPRGE) has issued a request for proposals (RFP) for land acquisition and EHV transmission system packages to support the development of 600 MW inter-state transmission system (ISTS) connected solar projects. These projects will be located in various states including Gujarat, Maharashtra, Andhra Pradesh, Rajasthan, Karnataka, and Tamil Nadu.

Scope of Work

According to the tender guidelines, the scope of work includes:

  • Land Acquisition: Identifying and securing the necessary land for the solar projects.
  • Transmission System: Designing, engineering, supplying, constructing, erecting, and commissioning the EHV transmission system up to the ISTS substation. This includes the construction of bays at the grid substation to accommodate the 600 MW capacity but excludes the pooling substation at the solar project site.
  • Operations and Maintenance: Providing operations and maintenance services for the transmission system and EHV bays at the ISTS substation for three years.

Bid Requirements

  • Earnest Money Deposit: Bidders are required to submit an earnest money deposit of ₹1 million.
  • Performance Bank Guarantee: Developers must furnish a performance bank guarantee equal to 5% of the engineering, procurement, and construction (EPC) contract value, excluding the value of O&M and land lease.

Project Specifics

  • Capacity: Each project location will have a capacity of 300 MW.
  • Land Lease: Bidders must secure land for a minimum of 29 years and 11 months from the allocation date to HPGRE. The land can be government-owned, privately owned, or a mix of both, but it must be contiguous and in one location. Proposals should include leasing or subleasing 1,200 acres for a period of 30 years, with at least 4 acres per MW.
