Security duty on solar cells extended for one year till July 2021

While this provision was scheduled to run out at the end of this month, the DGTR had already started an investigation into whether the duty was needed or could be worked with.

New Delhi (Natural Energy News): In line with the Centre's current policy of limiting imports to sensitive areas, especially from hostile countries such as China, the government has now increased the security duty on solar cells for another year.

The move comes by the Directorate General of Trade Remedies (DGTR) of the Ministry of Commerce earlier this month to continue the duty that was imposed on imports of solar cells from China and Malaysia in July 2018.

While this provision was scheduled to run out at the end of this month, the DGTR had already started an investigation into whether the duty was needed or could be worked with. Sources said that the investigative wing
It is believed that there was still a substantial risk of cheap import dumping. More than 80 percent of solar cells used in India originate from China.

In fact, the DGTR investigation found that after the decline in solar cell imports in 2018-19, after imposition of the safe duty, imports had increased during the April-September period of 2019 as the duty rate decreased. Was July 30, 2019.

In line with the DGTR's findings of parallelizing the Centre's current policy to limit Chinese gear imports into the power sector, the Department of Revenue's circular July 29, 2020 states that it "continues to regain the security duty on imports of solar cells Wants (whether or not; "assembled in module or panel for a period of one year in pursuance of final findings of review inquiry issued by DGTR).

According to the circular, 14.9 percent will be charged for 14 months from July 30, 2020, to January 29, 2021, and then 14.5 percent between January 30, 2021, and July 29, 2021. Currently unsure whether this security fee will be accounted for as part of the expansion
20-25 percent increase in customs duty proposed in June.

Increase in imports

Import of solar cells and modules increased from 6,775 MW in 2016-18 to 9,790 MW in 2017-18. Duties were placed on July 30, 2018. As a result, the volume of imports declined to 8,010 MW in 2018-19. India imposed duty for the first time in 2018 for two years. China accounts for about 80 percent of the module supply.
